The plot revolves around Jim Worth, a British undercover police detective. He and his family decide to relocate to Little Big Bear, a new community. He quickly rises to become the town’s kind police chief. His world, however, is turned upside down as his troubled history returns to haunt him.
Many people in town are unaware that Jim has a violent alter-ego named Jack Devlin. It usually shows up after Jim has consumed a large amount of alcohol. He becomes entangled with North Stream Oil, a huge oil firm that dominates most of the town, as the series develops.
